The course provides fundamental skills associated with public budgeting and finance. It covers the basic principle and logic of public finance (why markets fail, the public/private line,
provision/production); Organization and management of budget process; Federal, state, local budget processes; Basic methods for preparation, analysis, control, managing, and audit of budgets; Capital budgets; Concepts
of performance measurement and e budgets; Budget classifications; Time value (PV, FV); Basics of revenue systems and standards for evaluation.
