Email from Pat Dunn State Authorization Requirements
"Marian University would be required to seek authorization to offer courses/confer degrees in DE from the Department of Education in the event that any program of study offered by the school includes externships/internships/practicums/field experiences at a site in Delaware that is established by either the school or an enrolled student with approval from the school (with or without compensation for supervisors) or if senior officials wished to incorporate the school in Delaware.  If no such scenario exists in any of your programs, your school is not required to apply for this authorization."
